haha yes there is i believe. but you have to work in a telco or police to be able to gain access to the data needed for that
if the phone is turned off, no, but when the sim card is switched yes. but thats assuming that the new person has a setting on his sim that always allows an internet connection without asking
can this track it even if the phone is turned off? Better yet, if the person has found the phone and taken the sim card out?
A program would have to first be installed on the cell phone. The thing that come closest to what you want is “Find My iPhone” which is part of the Mobile Me subscription with Apple. Even then, Apple installs a program on the iPhone to allow this to happen.

Question, is there a way to just go on line type a cell phone # then have it track the location of that particular phone # or is there a program that will do that with out having to install it on a actual Cell phone?

does anyone know a way i could put a hidden program into a cell phone that will upload GSM coordinates via internet when connected to wifi?… my phone doesnt have GPS or a data plan, and id like to be able to trace it in case it gets stolen, and put it into kids phones just in case?
